1. PM Narendra Modi’s Visit to Assam

Following high-impact development stops in Mizoram and Manipur, Prime Minister Narendra Modi concluded his five-state tour with a two-day visit to Assam from September 13–14, 2025. He inaugurated and laid the foundation stones for mega infrastructure and industrial projects valued at over ₹18,530 crore.

Key Highlights & Projects Launched

• Dr. Bhupen Hazarika Birth Centenary: The PM attended a special commemorative function in Guwahati marking the 100th birth anniversary of the legendary singer, composer, and Bharat Ratna awardee.
  • Commemorative Releases: A ₹100 coin and a special postage stamp were released.
  • Literature: Launched a new biography titled 'Bharat Ratna Bhupen Hazarika', authored by Anuradha Sarma Borpujari.
• Darrang District Infrastructure (₹6,500 Crore):
  • Inaugurated the Darrang Medical College (DMC) and Hospital, alongside the GNM School and B.Sc. Nursing College (valued at ₹570 crore).

Veer Savarkar Sports Complex Inaugurated in Ahmedabad

Union Home Minister Amit Shah, alongside Sports Minister Mansukh Mandaviya and Gujarat CM Bhupendra Patel, inaugurated the Veer Savarkar Sports Complex built for ₹825 crore at Naranpura in Ahmedabad, Gujarat.

Strategic Vision: Spanning 1.19 lakh sq.m, this is India’s largest and most modern sports complex. It is designed to anchor Ahmedabad’s bid to host the 2030 Commonwealth Games (CWG) and the 2036 Summer Olympics.

• Capacity & Infrastructure: Features an Aquatics stadium, Indoor multi-sports arena, Fit India Zone, and host facilities for 300 athletes and 8 coaches. It includes a 275 kW solar power plant and a 60 KLD sewage treatment plant.

Periodic Labour Force Survey (PLFS) Monthly Bulletin – August 2025

The National Statistics Office (NSO) under the Ministry of Statistics and Programme Implementation (MoSPI) released its 5th monthly PLFS bulletin.

• Key Finding: The National Unemployment Rate (UR) for individuals aged 15 and above declined for the second consecutive month, dropping to 5.1% in August 2025 (down from 5.6% in June and 5.2% in July).
• Gender and Sector Dynamics: The UR for males aged 15+ fell to 5.0%. This was driven by a sharp drop in urban male unemployment from 6.6% in July to 5.9% in August 2025. Rural male unemployment also fell to 4.5%.

Startup India Partners with CarDekho Group

Startup India, operating under the Department for Promotion of Industry and Internal Trade (DPIIT), signed a strategic MoU with the CarDekho Group in New Delhi.

• Objective: To accelerate the scaling of DPIIT-recognized startups across mobility, fintech, insurtech, and sustainability.
• Key Provision: Startups will gain mentorship, technical infrastructure, and access to funding, including co-investment pathways through the Girnar Vision Fund (GVF). The partnership will also host the Bharat Startup Grand Challenge to boost EV and autotech innovation.

MSDE Hikes Apprenticeship Stipend Guidelines

The Ministry of Skill Development and Entrepreneurship (MSDE) announced an amendment to the Apprenticeship Rules, 1992, following the 38th Central Apprenticeship Council (CAC) meeting.

• New Stipend Slabs: Monthly stipends for youth under NAPS and NATS have been raised to a range of ₹6,800 to ₹12,300 (up from the previous ₹5,000–₹9,000).
• Structural Mandates: Eligible establishments are now legally required to engage 2.5% to 15% of their total workforce as apprentices (with a minimum baseline threshold of 5%). The reforms also explicitly introduce remote and degree-linked apprenticeships.

Seven Indian Sites Added to UNESCO World Heritage Tentative List

The Permanent Delegation of India to UNESCO announced that 7 new properties have been successfully added to the Tentative List under the Natural Category. This pushes India's total count on the tentative list to 69 sites (49 Cultural, 3 Mixed, 17 Natural).

RBI Regulatory Directions for Payment Aggregators & Gateways

The Reserve Bank of India rolled out the 'Regulation of Payment Aggregators Directions, 2025'.

• Licensing & Capitalization: Non-bank Payment Aggregators (PAs) must secure explicit RBI authorization under the PSS Act, 2007. They must have a minimum net worth of ₹15 crore at the time of application, scaling up to ₹25 crore by the end of the third financial year.
• Fund Safeguarding: Non-bank PAs are mandated to secure all merchant collections in a dedicated escrow account maintained with Scheduled Commercial Banks (SCBs) in India.

• Godrej Aerospace & Safran Deal: Godrej Aerospace (part of Godrej Enterprises Group) signed a 5-year manufacturing agreement with France's Safran Aircraft Engines. Godrej will manufacture complex, titanium-based ventilation assemblies for the LEAP engine parts used in next-generation commercial aircraft like the Airbus A320neo and Boeing 737 MAX.
• Apollo Hospitals Share Consolidation: Apollo Hospitals Enterprise Ltd (AHEL) announced the acquisition of a 30.5% stake in its subsidiary, Apollo Health and Lifestyle Ltd (AHLL), from the International Finance Corporation (IFC) and IFC EAF for ₹1,254 crore.
