Government Extends 16th Finance Commission Tenure to November 2025

The Government of India (GoI) has extended the tenure of the 16th Finance Commission (FC) by one month. The deadline for submitting its fiscal recommendation report has been shifted from October 31, 2025, to November 30, 2025.

• Purpose: The commission is tasked with recommending the formula for Centre-State tax sharing for the five-year fiscal period spanning April 1, 2026, to March 31, 2031.
• Leadership: Chaired by Dr. Arvind Panagariya (former Vice Chairman of NITI Aayog).
• Constitutional Basis: Finance Commissions are constitutional bodies appointed by the President of India every five years under Article 280 of the Constitution.
• Context: The preceding 15th FC (chaired by N.K. Singh) had recommended a 41% share for states from the Centre’s divisible tax pool. The 16th FC is currently reassessing this dynamic.

CBT Approves Crucial Reforms for EPF Subscribes & Pensioners

Union Minister Dr. Mansukh Mandaviya chaired the 238th meeting of the Central Board of Trustees (CBT) of the Employees' Provident Fund (EPF) in New Delhi, greenlighting major citizen-centric updates.

• Streamlined Partial Withdrawals: The CBT collapsed 13 disjointed partial withdrawal provisions into three clear categories: Essential Needs (illness, education, marriage), Housing Needs, and Special Circumstances. Members can now withdraw up to 100% of their eligible balance (75% of the total PF pool).
• ‘Vishwas’ Scheme Launched: Introduced by the EPFO to settle long-standing legal and administrative disputes regarding delayed PF payments.
• EPFO 3.0 Framework: Approved a massive digital overhaul to modernize infrastructure and speed up claim processing times.
• Doorstep DLC Services: EPFO partnered with the India Post Payments Bank (IPPB) to deliver doorstep Digital Life Certificate (DLC) generation for EPS’95 pensioners.

Limestone Reclassified as ‘Major Mineral’ to Enhance Rural Income

In a strategic policy shift to improve the ease of doing business, the Ministry of Mines (MoM) has officially reclassified Limestone from a minor mineral to a ‘Major Mineral’ by removing restrictive end-use clauses.

The Transition Matrix:

• State-to-Central Transition: Existing minor mineral leaseholders must register with the Indian Bureau of Mines (IBM). They will continue paying current state-specified royalty rates until March 31, 2026.
• Plan Validity: State-approved mining plans remain valid until March 31, 2027.
• Compliance Relief: Leaseholders are exempted from submitting digital aerial imagery and online self-assessments until July 1, 2027.

IAF and UK Carrier Strike Group Hold Joint Drills in the Indian Ocean

Following the successful completion of the bilateral KONKAN 25 naval exercises, the Indian Air Force (IAF) and the United Kingdom’s Carrier Strike Group (CSG) conducted high-intensity joint aerial maneuvers over the Indian Ocean Region (IOR).

Digital Governance: LIMBS Live Cases Dashboard Inaugurated

Union Law Minister Arjun Ram Meghwal launched the Live Cases Dashboard for the Legal Information Management and Briefing System (LIMBS) at Shastri Bhawan, New Delhi.

• Objective: To systematically track, coordinate, and reduce delays in active litigation involving the government.
• The Scale of LIMBS: The platform provides real-time data visualization for 723,123 live cases distributed across 53 Central ministries and departments. It is maintained actively by over 13,000 ministry coordinators and 18,000 empirical advocates.

Ministry of Labour Partners with Zomato for Gig Economy Integration

The Ministry of Labour & Employment (MoL&E) signed a landmark Memorandum of Understanding (MoU) with food tech aggregator Zomato to formalize and scale flexible livelihoods.

• Job Creation: Zomato will list roughly 2.5 lakh flexible delivery and gig roles annually directly onto the government's National Career Service (NCS) portal.

India Elected to the United Nations Human Rights Council (2026–28)

Inaugural India-South Korea Bilateral Naval Exercise Commences

Marking a new chapter in Indo-Pacific maritime diplomacy, the Indian Navy and the Republic of Korea Navy (RoKN) launched the 1st edition of their bilateral naval exercise.

• The Deployment: INS Sahyadri, an indigenously built Shivalik-class stealth frigate based out of Visakhapatnam, made a high-profile port call at Busan, South Korea to spearhead the drill alongside South Korea's ROKS Gyeongnam.
